UK-wide measures of numeracy levels. This comparison is in line with The Adult Literacy and Life Skills Survey and the OECD Survey of Adult Skills (PIAAC).. England and Wales have implemented strategies for improving adult literacy and numeracy following on from national surveys to measure overall skills, as well as the OECD Survey of Adult Skills (PIAAC).

QCA develops the national qualification framework for England, Wales and Northern Ireland in partnership with ACCAC (Wales) and CCEA (Northern Ireland). We fund occupational standards, support learning at work and keep the availability of qualifications under review.

The accreditation of qualifications, and recognition of awarding bodies is at the heart of QCA’s mission to ensure that there are a wide variety of high quality qualifications available to learners.

The National standards for adult literacy and numeracy(in English) were developed by the DfES and QCA. The Basic Skills Agency is grateful for their permission to incorporate the English standards into a suite of bilingual standards for use in Wales. First published in 2000.
